[BUG] v2 UI: Other name heading missing from details view

Describe the bug Per the spec, the details view should display a heading "Other names" above the acronyms, aliases and labels sections (for records that have 1 or more of those name types). This is not currently displayed.

To Reproduce Steps to reproduce the behavior:

1. Visit a record that has acronyms, aliases, and/or labels , ex https://dev.ror.org/01bj3aw27
2. "Other names" heading is not displayed

Expected behavior Details view should display a heading "Other names" above the acronyms, aliases and labels sections (for records that have 1 or more of those name types), per the detail view section of the spec.
