[BUG] v2 UI: Don't show Other names heading when other names don't exist #223

Describe the bug Headers are generally hidden for fields that are empty on a given record, but Other names heading is shown on records that don't have other names (acronyms, aliases, labels).

To Reproduce Steps to reproduce the behavior:

Visit a record with no acronyms, aliases, or labels ex https://dev.ror.org/01sf06y89
Other names heading is displayed with no content below
