[FEATURE] Support specifiying statuses in affiliation matching #227

Describe the problem you would like to solve The affiliation matching currently allows one to include the all_status parameter to match to records of any status. As a result, withdrawn records can then be included as correct matches, despite them not being of truly equivalent rank to active or inactive records. Any time a user wishes to match to inactive records, they therefore have have to incur the risk of incorrectly matching to withdrawn records as well.

Describe the solution you'd like Support limiting statuses to only active, inactive, or active AND inactive in affiliation matching.

Who would benefit from this feature? Users of affiliation matching

Springer Nature matching is also affected by this issue, as some of their unmatched results are the result of inactive records not being included in the results set. At the same time, because of the unknown provenance and current state of the withdrawn records we inherited from GRID, it would be inadvisable to suggest they use the all_status flag.
