[BUG] ROR IDs for creator affiliations on Zenodo data dump do not persist between releases #242

Describe the bug

Creator and contributor affiliations on the ROR data dump in Zenodo were associated with ROR IDs in release 1.45 https://doi.org/10.5281/zenodo.10962799 but are no longer associated with ROR IDs in subsequent versions, e.g., https://doi.org/10.5281/zenodo.10995199

Expected behavior We expect contributor affiliations to persist with new versions of the record in Zenodo.
