[EXTERNAL ID] Add support for RNSR IDs to the external IDs field #247

Describe the problem you would like to solve French research organizations and units are assigned a unique identifier called RNSR (Répertoire National des Structures de Recherche) by the Ministère de l'Enseignement Supérieur et de la Recherche (MESR) - https://ror.org/03sjk9a61. It would thus be beneficial to link RNSR IDs to ROR IDs, as in the French context, RNSR is widely used to disambiguate research entities and identify their research outputs. Likewise, MESR and many French organizations are working to align the two data sources, such that a ROR ID is included on all entries.

Describe the solution you'd like Add RNSR IDs to ROR as an external ID value.

Who would benefit from this feature? The Ministère de l'Enseignement Supérieur et de la Recherche and other French government agencies tracking research outputs of organizations with RNSR; French institutions with RNSR looking for their ROR ID; and researchers or administrators working with French research data.

FYI, data is available here https://data.enseignementsup-recherche.gouv.fr/explore/dataset/fr-esr-repertoire-national-structures-recherche/information/. Available formats are CSV, JSON and Excel. API is available too. Updated weekly.

@annelhote I'm sure you saw our call for comment on the proposal to add RNSR among other external IDs to ROR, but am linking here for anyone else coming to this issue.
