Project: NTT Laboratories #1098

As part of @arthurpsmith's reconciliation of APS affiliation data with ROR, NTT Communication Science Laboratories was exposed as a potential organization to be added to the registry. The existence of https://ror.org/01m2pas06 would argue if favor of its inclusion, but reviewing NTT's structure suggests a more holistic determination should be made about these laboratories. Specifically, they follow a hierarchy of NTT -> NTT R&D -> NTT Laboratory Group -> NTT Laboratory. See the "Laboratories" section of the NTT R&D site for details. What (if any) intermediate levels should be added to ROR? Similarly, if both organizations are in scope, this would suggest all would need to be added.
