I agree there seems to be no evidence of research activity, though it otherwise appears to be a legitimate higher education institution. Presumably they at least need access to research journals for what they do (the research4life resources) - maybe it would be helpful to reach out to research4life and see if they care whether an institution has a ROR or not?
