From the description of the merger:

"For the 2024/25 academic year we will be ‘dual running’. This essentially means that all supporting policies and procedures for students will remain as previously operated by City (for City programmes) and St George’s (for St George’s programmes)."

So, we would not deprecate either record until next year. We can, however, create the new record for City St George's, University of London, indicate a parent-child relationship to the former orgs until the merger is complete, then switch to predecessor-successor and deprecate once the transition is complete.
