It still seems a little borderline with only one person publishing with this affiliation so far, but the website does list several other people as researchers so going by that I guess I'm ok with proceeding to add to ROR, if others feel comfortable with this.

There are other names with the VRI affiliation on accepted journal articles; however, those articles have remained waiting for publications (e.g., a research note, already accepted, to be published with Asian Journal of Comparative Politics next month or January 2023).

@adambuttrick @arthurpsmith - This is still in second review. Are we in consensus to add, hold for later, or needs discussion? I am ok adding VRI to ROR given the one publication in print and others in accepted status.
