University schools, departments and faculties are out of scope for ROR.

Please consider revising this decision. All faculties within the University of Belgrade, including this one, are independent legal entities. In these terms, their status is the same as that of research institutes associated with the University of Belgrade, which are accepted in ROR (e.g https://ror.org/04gvjds60). I believe that all legal entities should have the right to be assigned a ROR. I'm the EIFL Open Access Programme Country Coordinator in Serbia and I organized webinar a for the local research community, where it was explained that university departments and similar units that don't constitute distinct legal entities shouldn't apply...I mean, we're trying to coordinate these applications. If required, we can send the necessary documentation to prove the legal status of the applicants.

@lessormore4 Thanks for flagging, we will take under consideration, per the discussion on https://github.com/ror-community/ror-updates/issues/6370. We don't need documentation for each entity, but if there was something that described the specific, special nature of how these faculties are structured relative to the University of Belgrade as a whole, this would be helpful.

Perhaps the information from the University's website can help: http://arhiva.rect.bg.ac.rs/en/members/members.php. The status of centres may vary, but the faculties, institutes and the library are distinct legal entities. Additional information can be found on the websites of the faculties, which are further subdivided into departments and centres. Some faculties also have institutes but these are not separate legal entities. Faculties are involved in research activities, usually funded by the national ministry of science, but also by international funders, through projects.

@lessormore4 Thanks for this context. I see reference now to them functioning as "independent higher education institution(s) within the University of Belgrade," e.g. here. Does each faculty have independent accreditation or degree granting status as well?

lessormore4 commented 7 months ago

Yes, both. There are multiple accreditation levels. The University is accredited, each faculty is separately accredited, and each study programme at each faculty is also separately accredited. Faculties are accredited both as educational and as research organizations (two separate procedures and two certificates). The accreditation process was introduced in 2007 and was first managed by the Commission for Accreditation and Quality Assurance of Serbia (CAQA), and then by the newly established body National Entity for Accreditation and Quality Assurance in Higher Education (since 2018). You can find some examples of accreditation documents here (the documents are in Serbian): https://www.etf.bg.ac.rs/en/updates/accreditation/accreditation-2019-2020, https://www.vet.bg.ac.rs/sr/fakultet/akreditacija/akreditacija-fakulteta-kao-nauchnoistrazhivachke-organizacije, and here https://enauka.gov.rs/simple-search?query=&location=orgunits&sort_by=crismetrics_dimensions_aggregate&order=DESC, in the national CRIS system, you can find all faculties accredited for research. All University of Belgrade faculties grant academic degrees.

@lessormore4 This is very helpful. Thank you!

Per curation team review and discussion of https://github.com/ror-community/ror-updates/issues/7057, https://github.com/ror-community/ror-updates/issues/7206, and https://github.com/ror-community/ror-updates/issues/8521, the University of Belgrade's faculties can be added as they are separately accredited, discrete legal entities. Instead of being added piecemeal, these should all be included in a single release, with consistent representation across all. Tagging as part of https://github.com/ror-community/ror-updates/issues/9399.
