Live parser causes instability when luac not installed #6

Would be nice to have a setting so that the live parser can be disabled, in case luac is not installed locally or just because.

I've add a settings file for Lua Dev which you can access it via the usual Prefereces->Package Settings menu. You can disable the live parser using the setting there.
