apt-cyg version 0.56 redownloads setup.bz2 every time #1

apt-cyg install any_package

will redownload  setup.bz2 for every package in dependences,
apparently it does not care about --noscripts switch

please see suggested patch in attachment

Verified and committed patch.  Enabled email notify on issues so future patches 
will
be noticed sooner by maintainers.
