Need an option to avoid fetching setup.ini at every invocation of apt-cyg #2

I attached a patch that resolves the problem (useful when you're doing
several "apt-cyg find" in a row)

Thanks for this nifty script, I've always found the Cygwin graphical
installer to be very annoying!

Patch merged.  To avoid confusion with the --cache option, the flag has been 
renamed
to --noupdate.

apt-cyg users please file bug reports if there is an issue with this patch as 
the
maintainer is currently away from Cygwin.
