adding a launch file for position controllers #11

let's add this launch file for position controllers, since asked by partners

sounds good to me. would you mind renaming the file with a name like romeo_dcm_bringup_position.launch? There is already a launchfile called romeo_dcm_position_control.launch in romeo_dcm_control. This may get confusing. Otherwise +1 for merging once the name is changed
