This seems like a fair fix for the moment. However, things seem to start normalizing, e.g. the [last scheduled build](https://github.com/ros-controls/ros2_control/actions/runs/8698743846) succeeded for the testing repo. So, we might consider waiting with this? I mean, in the end we actually *want* things to be tested on the correct target platform.
