Added udev rule #39

LGTM, note that you can install these directly with the debian package by placing them in debian/udev. See for example:

https://github.com/ros-drivers/pointgrey_camera_driver/tree/master/pointgrey_camera_driver/debian

Which becomes the basis for the control directory when running bloom:

https://github.com/ros-drivers-gbp/pointgrey_camera_driver-release/tree/debian/kinetic/pointgrey_camera_driver/debian
