Provide interactive marker server for the PTU #4

Probably not in the driver—something which has to be launched separately.

Could actually be a separate generic PTU marker server, similar in spirit to http://wiki.ros.org/interactive_marker_twist_server

The pan-tilt axis cams are another potential user of such a thing; a joint-based interface should be fairly generic—it's not how axis works now, but it could be made to do so.
