Extending ROS driver for microstrain MIP SDK #13

Added services to be able to get/set IMU settings
Able to access nearly all IMU functions given in SDK to change settings by using the services
Added ros rqt robot monitor to monitor diagnostic status messages from GX5-25

Unfortunately I don't have time to provide a timely review of the PR. Based on a quick look, it appears that the review by @tonybaltovski is very thorough.
