skip building pointgrey_camera_driver if SDK is not yet installed #195

This PR changes to skip building pointgrey_camera_driver if the libflycapture package is not yet installed on the computer, since the download site is no more available.

I thought to upload drivers somewhere else and update the location, but I don't know it is ok to upload the driver to public. (maybe it is not allowed.)

Closing since Clearpath is hosting the SDK now.
