Release for Foxy #48

@tpanzarella anything else you want to get in before the initial foxy release? We can't break much ABI on the outside on the package afterwards so if we need to do any massive changes, now would be the time. Nothing comes to mind on my side.

Foxy devel branch is up and bumped versions. Releasing now.
