Releasing official Arduino library #531

Thank you for maintaining an useful library.

Could you release library on arduino platform? I often use deprecated library to try compilation on arduino. I'm happy if official library is released.

If you permit to do this, I want to maintain it. I that case, I plan to do this.

  1. Create ros-drivers/arduino-rosserial repository.
  2. Register the repository as rosserial to library manager of arduino.
  3. Update it when code is modified. Version ex: noetic-2020-10-31
