Fix #541

Without this fix PythonLibs (find_package(PythonLibs REQUIRED)) is not found. Fix verified locally using a prerelease_job.

@tonybaltovski @mikepurvis any chance we could expedite this? Getting rosserial_server out for Noetic will unblock some work for most of our platforms, including Jackal.
