rostopic timestamp #84

I'm running urg_node with UTX_30LX. I want to make sure what's the stamp of topic /scan refer to. The first measurement or the last measurent?

The laser scan message notes that the stamp is the time of the first message: http://docs.ros.org/en/melodic/api/sensor_msgs/html/msg/LaserScan.html
