The command

wstool merge https://github.com/ros-industrial/keyence_experimental/keyence_experimental.rosinstall

Is not valid. Should be

wstool merge https://github.com/ros-industrial/keyence_experimental/raw/kinetic-devel/keyence_experimental.rosinstall
