Inconsistent licensing (at file level) #142

Afaik, this project should be Apache 2 everywhere, but there are files which have no license header at all (descartes_core/src/trajectory_id.cpp fi), and there are files with a 'custom' license attached (descartes_moveit/src/plugin_init.cpp fi).

This should be fixed.
