This PR adds the ability to build and run the rosbridge from a Docker container.

Addresses #54

Closing; I ported this work here. We now have a functional Docker image for the bridge that can be downloaded via docker pull ghcr.io/ros-industrial/ros1_bridge:noetic-foxy
