Refresh windows-vcpkg CI #114

I am quite sure that I will be punished for changing two things at the same time, but in that case I will simply rollback the vcpkg version change.

Seeing as these changes look similar / are identical to those in ros-industrial/abb_librws#125: any idea why they are failing there?
