Bump vcpkg version to v2020.11 . As vcpkg is a rolling release, I think it is ok once in a while to just update it
Bump lukka/run-vcpkg action to v5 . This should solve the CI failures in https://github.blog/changelog/2020-10-01-github-actions-deprecating-set-env-and-add-path-commands .

I am quite sure that I will be punished for changing two things at the same time, but in that case I will simply rollback the vcpkg version change.

Seeing as these changes look similar / are identical to those in ros-industrial/abb_librws#125: any idea why they are failing there?
