Adding disabe/enable triggers for industrial robots. #215

This works for simulated or real robots at the ROS-I interface level, not the low-level robot driver level. There is also a getter to know the state

This replaces PR #174 because that PR from came from my main branch and conflated 3 other independent PRs.

Closing this soon due to inactivity and conflicts with the current head.

This is in conflict with head, and I'm unwilling to fix it, so closing.
