Migrate to Github Actions #261

As with many other repositories, Travis is being phased out (ros-industrial/ros_industrial_issues#74).

Tested on my fork. Successful runs here: gavanderhoorn/industrial_core/actions.

Based on the configuration shared by many repositories on ros-industrial.

Note: this removes the Xenial builds, as Kinetic is EOL.

As GHA cannot be tested in a PR, I'm going to merge this.
