Rebased 233: catkin_lint all packages #266

As per subject.

Rebased -- and slightly extended -- version of #233, which addresses #194.

It's not perfect yet, as there's one unresolved complaint about a missing exec_depend on rviz (but see https://github.com/fkie/catkin_lint/issues/98).

Attribution and provenance of the original commit retained.

The original #233 was already reviewed, and this is a rebase. The additional commits fix minor things which were missed (or not an issue catkin_lint identified back then).

As such, I'm going to merge without an additional review.
