update setup script for AWS-foxy #361

Minor revisions to setup script to support AWS install

install missing packages (e.g. ros-noetic-*)
skip QtCreator if run from headless terminal (e.g. "Cloud9 IDE")
auto-configure taskbar favorites
swap out default AWS prompt for simplified "ROS Prompt"
add "IS_AWS" var to control target-specific script sections. Auto-detect or specify on cmd line.

Tested on 2 AWS images for 10/5/2021 dry run - seems to work okay.
