Update/c make #133

Some discussion of this is available at #130.

This PR looks to consolidate ROS functionality into noether, noether_conversions, and noether_examples & leave the remaining packages as pure Cmake/ROS agnostic.

Is the plan to remove noether_conversions in a subsequent PR or should we go ahead and take care of it here? @jdlangs @colin-lewis-19

I believe this is part of @marip8 & @DavidMerzJr refactoring roadmap
