This PR removes the ROS melodic CI build since that distro has reached EOL for some time and because it required custom/advanced versions of VTK and PCL beyond what was distributed via apt on Ubuntu Bionic. It's still possible to build and run noether on Ubuntu Bionic/ROS Melodic with some work, but I propose we no longer officially support it
