Hard coded ROS Industrial TCP ports

Dissector is currently registered with four hard coded TCP port numbers:

• 11000 :: trajectory relay
• 11002 :: state reporting
• 50240 :: Motoman trajectory relay
• 50241 :: Motoman state reporting

These numbers would ideally be configurable through a preference item.

The hydro ur-c-api driver uses UDP, as well as a different port (11003).
