wiki: "Create a Joint Position Streaming Interface [..]" tutorial needs to be updated #48

.. or revised or even removed entirely.

The page contains stale links, links to old external documentation and references the dx100 package which has long since been removed / merged into others.

As it is currently one of the few pages that discuss the design of industrial_robot_client and simple_message, we need to either fix it, or document writing simple_message servers & clients some other way.

Instead of updating the tutorial, my suggestion would be to deprecate it.

Clearly mark the tutorial as old and state it's kept for archival purposes only.
