Both IO Controller/IO device sources adopted to C++, tested with S7-1217 PLC and KTP700 Basic Touch panel on Ubuntu 12.04 with kernel 3.5.7 + RTAI 4.0 with ROS Hydro

Please move your files out of the repo root directory. A folder with the desired package name should be used instead.

@durovsky, please make the above changes and then I will continue the review. I'm worried and comments I make will get lost once you move the files.
