Make noetic-devel the default branch #670

Hi, since we shifted focus towards noetic now and quite a few things have been updated, I've merged recent developments to and released from noetic/noetic-devel branches. I think we should make noetic-devel the default branch of this repo now.

@gavanderhoorn I'll assign this to you, since you have the rights to do that as far as I know.
