This should probably be asked on the AskBot instance itself actually, as the repository readme suggests.
This would be nice, but it definitely should be targeted upstream not for our instance. We do have the ability to add banners to various areas of the layout. Hopefully we've gotten through the majority of the GPG update questions now.
I think that the biggest issues is that the title searches don't tend to actually match as much content. A much richer match could be made if we took the fully composed question and compared it to other questions before submitting. And at that check time it would also be helpful to allow you to open the other questions in tabs/windows in parallel to view the whole content. The current dropdown is limited in that capability.
Since this isn't actionable here I'm going to close it.
I was hoping to get a little more visibility here than on the askbot forum. The latter doesn't seem to see much activity lately.
Perhaps the sticky posts could be displayed on a sidebar, some forums do that in the main flow, but imo it occupies too much space.

Might be something to consider adding: to combat many duplicate questions it might be nice to sometimes be able to sticky a Q&A that deals with an issue caused by a bug, a recent development or something else affecting many users of ROS.
We've seen it with the "on Bionic+Melodic urdfs don't work when not using a US locale" and now with the recent key change of
packages.ros.org
we might see it again.The "Ask your question" process does suggest questions that may be duplicates of the one you're about to post, but that doesn't seem to deter users from posting them anyway.
By making sure that certain Q&As stay at the top of the page we hopefully make them more visible and prevent posters from creating yet more duplicate posts.
