Generate views for Jenkins jobs #108

python-jenkins does not offer an API to create/update views.

python-jenkinsapi does support managing views.

The new buildfarm which is in development (https://github.com/ros-infrastructure/ros_buildfarm) uses python-jenkinsapi and therefore generates views on-demand.
