As specified in REP 141

This is blocking adding armhf support. https://github.com/ros/rosdistro/pull/2987 I'm closing that pull request. And we'll need to reopen that once this support has been added.

The new buildfarm which is in development (https://github.com/ros-infrastructure/ros_buildfarm) uses REP 143 (https://github.com/ros-infrastructure/rep/pull/87) and generates all jobs solely from the information in the build files.
