add a timeout to the rosdistro cache building. this will enable automatic retrying if the connection hangs. #183

Why is the timeout on the farm now 3 minutes? That failed the job here: http://jenkins.ros.org/view/statuses/job/_rosdistro-build-cache/77650/console

I redeployed the configuration from the repo: 30 minutes.
