Clean exception / SEVERE log warnings from buildfarm boot. #164

When the Jenkins master first initializes there are a number of SEVERE warnings and stacktraces (omitted from this issue for security reasons). We should identify and assuage these so that truly exceptional erroneous behavior can be made into an actionable alert.
