use current mercurial plugin version #168

Found while investigating ros-infrastructure/ros_buildfarm#488.

This repo should be audited for plugin versions as this doesnt seem to be the only outdated one

While I don't want to shut down the idea of keeping contents here in better sync with reality. Two factors make it less of a priority. First: puppet cannot currently be re-run on the master host without clobbering additional configuration, which means that changes to the master config files do not get propagated or reset beyond the initial configuration. Second, in order to allow the master to be safely reconfigurable I'd like to replace templated configuration files in puppet with use of Jenkins console scripts.
