We've been having jobs failing on build.ros2.org due to a lack of git config.
I have no idea how the puppet magic works but looking around it seems that the following snippet should cover setting up a git config: https://github.com/ros-infrastructure/buildfarm_deployment/blob/30c7a91de6258dee23cfa4788ebe4a9d54881db0/modules/profile/manifests/jenkins/master.pp#L12-L21
