Enable connection from agents on deploy #225

JNLP connection must be enabled manually using the Jenkins UI.

This issue is related to https://github.com/ros-infrastructure/buildfarm_deployment/issues/177 and https://github.com/ros-infrastructure/buildfarm_deployment_config/issues/41 .
