Work around regression in mock 4.0 #1004

There is a fixed release of mock which should address the regression we're seeing here.

Interesting. We don't have a pending sync or patch release right now. Given that, do you think we should just suffer with broken builds for a week and wait for it to hit stable?

We could. This doesn't affect ci.ros2.org, so we'd just have broken binary jobs for a while. I'm 50-50.

That's fair. I'm inclined to just wait for the fix to go through to stable, though I'd like to hear @Yadunund's opinion as well.

I'm pretty naive about this stuff but waiting for the fix to reach stable sounds good. I assume that will save us the need to revert this PR after or avoid a situation where a newer unstable mock reaches epel-testing in the future.

This update has been submitted to EPEL 9 stable, and should show up some time tomorrow.
