install pytest-rerunfailures for colcon --retest-until-pass #824

Necessary for the CI configuration from ros2/ros_buildfarm_config#114.

Before:

e.g. http://build.ros2.org/view/Rci/job/Rci__nightly-cyclonedds_ubuntu_focal_amd64/24/ shows the following warning for 64 pkgs:

WARNING:colcon.colcon_core.verb.test:Ignored '--retest-until-pass' for package 'action_tutorials_py' since pytest extension 'rerunfailures' was not found
