Update mailer to 1.32.1. #851

This matches with what is currently deployed on the buildfarm.

I noticed this while doing a test deployment.

I'm going to go ahead and merge this change without the Travis run since it is simple, and I don't want to wait until tomorrow for Travis to give us a bit of credits.
