Remove --{build,install}-directory arguments. #10

As far as I can tell, they are unused at the moment. Removing them simplifies running the tool for end-users.

For example, this line from the rcutils doxygen file:

To expand on this, I think we need a way for users to have this in their "extra doxygen statements" with placeholders like install_dir or something.
