Wiki output must be independent from jenkins #26

Displaying the documentation status in the ROS wiki must work without contacting jenkins. If additional information like "currently building" are integrated they must gracefully fall back.

The wiki no longer makes a call to jenkins. Users can get the current documentation status by following a link that they click on in the drop down. This isn't quite as convenient as seeing that a job is failing on the wiki, but it does speed up page loads significantly... which is much more important.
